The first bra is the strapless version. Summer outfits tend to show a lot of arm and shoulder. Straps can be a problem if they tend to cross over the shoulder towards its outer edge or they fall off your shoulder and down your arm every so often. As the name suggests, the strapless bra has no straps. Parenthetically, this gets rid of these strap issues!
Some women love strapless bras. Some do not. The primary complaint usually centers around a sensation of a lack of support. A bra is supposed to provide support from the band around the bottom, not the straps. This means a strapless bra should still do the trick for you from an objective perspective. Still, a bra should be comfortable. If you find strapless bras uncomfortable, there is an alternative.
